A working group was set up on Wednesday to consider, among other things, the return of special speed limits for young drivers. Years ago, new drivers were required to have a sign on their vehicle alerting police that the driver was to go no faster than 80 kilometres an hour. This also included 15-year-old moped drivers.

Another issue the working group is considering for drivers between the age of 15 and 24 is a ban on night-time driving. They are also looking into whether it would help to forbid any open alcohol containers or install alco-locks in vehicles.

Punishments could also be made stricter for youth who break traffic laws.

"During this winter, I want to carefully and open-mindedly evaluate even harsh measures to improve the traffic safety of youth," says Minister of Transport Anu Vehviläinen. No decisions have been made -- the group is to make its recommendations at the end of April.
